Wall Street English Academy’s Certificate in English Language Communication Skills and Certificate in Advanced English Language Examination Skills English programmes are both accredited by the Hong Kong Government’s Continuing Education Fund (CEF)* and Qualifications Framework (QF) and have achieved Level 3 accreditation, ensuring their quality.

Eligible students who have completed relevant courses and obtained a pass in a designated English benchmark test* will be reimbursed a maximum of $25,000 in tuition fee subsidies.

Enhancement Measures of Continuing Education Fund (CEF)
The implementation of Enhancement Measures | Effective from August 1st, 2022 |

Eligible Applicant | Hong Kong residents aged from 18 or above (who have enrolled and paid the tuition fee for a reimbursable course before the course commencement date) |
Reimbursable Amount | The first HK$10,000 will be subsidized at a rate of 80% of the course fee, while the next HK$15,000 will be subsidized at a rate of 60% of the course fee; the maximum total subsidy that can be applied for is HK$25,000 (the amount of reimbursement to be applied for is based on the calculation method provided by the Office of the Continuing Education Fund). |
Validity Period & Maximum Number of Claims | There is no longer any limit on the term or number of applications. |
Application Procedure | Applicants can submit their CEF account opening application before the course starts, or submit it together with their first application for reimbursement after successfully completing their first CEF course. |
Language Benchmark Test | Applicants are required to pass a specified benchmark test (e.g. VERSANT, IELTS) at a specified (or higher) level and submit the application for reimbursement claims within one year upon successful completion of a CEF course. |

Q: Does the government provide free English courses?
The government does not directly provide free English courses. Instead, it provides a Continuing Education Fund (CEF) for citizens to apply for. As long as students study designated courses at Wall Street English (such as practical English courses or IELTS courses) and apply after completing the course, they can get CEF to subsidize most of the course fees. Q: What documents are required to apply for the Continuing Education Fund?
For IELTS Course Students::
- HKID card
- Any of the following:
- Bankbook
- Bank statement
- A bankcard that shows the bank account number
- Receipt of the exam registration of the IELTS Test
- IELTS certificate (showing result of at least 3.5 or above)
For the General English Course Students:
- HKID card
- Any of the following:
- Bankbook
- Bank statement
- A bankcard that shows the bank account number
- Receipt of the exam registration of General English Course
- General English certificate (showing result of at least 32 or above)
Q: Under what circumstances will an applicant’s application be unsuccessful?
The following applicants of CEF will be unsuccessful under these circumstances:
- Applicants do not meet the requirements for eligibility to apply, this includes being under 18 when submitting the documents required for the application, or not an official permanent Hong Kong resident
- Applicants who had already received the maximum subsidy amount of the CEF reimbursement
- Applicants who send in their applications later than the required time
- Applicants who cannot provide all documents needed for the application.
